According to Superman No. 276, Willie Fawcett is "[a]n otherwise normal boy in possession of strange, enormous powers" who in a "brilliant flash of light" appears "[i]n a dingy Metropolis alleyway".

A young orphaned boy who originates on the planet Earth of a parallel dimension and is an employee of WHAM-TV (S No. 276, Jun 1974: "Make Way for Captain Thunder"). When Willie says the magic word THUNDER while rubbing his magic belt buckle, he magically transforms into the mightiest mortal of Earth-T, Captain Thunder!

One night at summer camp, young Willie Fawcett spots an owl at night while outside his tent. Willie follows the "old wise owl" into the darkness of the night, leaving his camp behind. The owl leads Willie to a hill which opens to reveal a secret entrance. Inside, he finds an old wise shaman named Merokee who gives him a magic belt buckle that will grant young Willie Fawcett the might of "Seven Spiritual Powers!" Tornado (power), Hare (speed), Uncas (bravery), Nature (wisdom), Diamond (toughness), Eagle (flight) and Ram (tenacity).
