A ruthless extortionist, clad in a green archer's costume, who extorts money from wealthy victims and and murders with his bow and arrow those who refuse to pay. He is in reality Quigley, a "famous big-game hunter" who began hunting people instead of animals because "I-I thought hunting human beings would prove more profitable!" The Archer is apprehended by Superman in November-December 1941 (S No. 13/2).
