The code name of a mysterious underworld kingpin whose henchmen are engaged in the illicit mining and smuggling of uranium from the fringes of the federal government uranium mine at Grass Mountain, north of Metropolis. Handicapped by temporary amnesia resulting from an encounter with Kryptonite, Superman nevertheless apprehends R24 and his cohorts in July-August 1951 (S No. 71/1: “Clark Kent’s Super-Masquerade!â€).
