The abandoned astronomical observatory—situated "on a lofty hill near Metropolis"—that serves as Lex Luthor's hideout and base of operations during February 1964. Lined with lead to safeguard its secrets against Superman's penetrating X-ray vision, Luthor's Lair II retains several features of the original Luthor's Lair, including a Reminder Room papered with crossed-out calendar pages to remind Luthor of the many years he has spent in prison because of Superman ("My hate is even stronger when I look at this!" muses Luthor) and a bizarre Hall of Heroes lined with full-color, life-sized statues of men Luthor calls "My heroes...the greatest marauders of the ages," men such as Attila the Hun, Genghis Khan, Captain Kidd, and Al Capone.

"I dreamed of being as great as they and I would be," seethes Luthor, "if Superman didn't always stop me!" (S No. 167: "The Team of Luthor and Brainiac!" pts. I-III—"The Deadly Duo!"; "The Downfall of Superman!"; "The Hour of Kandor's Vengeance!").
