A Kryptonian refugee and exiled citizen who seeks to steal the super-powers of surviving Kryptonians in order to replace his own absent powers.
Originally Klax-Ar destroyed his super-powers through exposure to atron-rays. He traveled to Earth and tried to transfer Superboy's powers to him but Superboy tricked him by sending a Superboy robot in his place with Klax-Ar to outer-space.(SB No. 67, Sep 1958: "The Man Who Destroyed Krypton!")
