A criminal organization that terrorized Metropolis headed by Ugly Mannheim (SPJO No. 139: "The Guardian Fights Again"; and SPJO No. 141, Sep 1971: "Will the Real Don Rickles Panic?"). Armed with weapons from Apokolips, their first leader was the clone of publisher Morgan Edge known as Morgan Edge II (SPJO No. 133, Oct 1970: "The Newsboy Legion").
Jimmy Olsen teamed with Goody Rickles to foil the plot against them with the aid of the Golden Guardian. (SPJO No. 139: "The Guardian Fights Again"; and SPJO No. 141, Sep 1971: "Will the Real Don Rickles Panic?").
