In July 1938, Norvell is forced by Superman to flee the United States to the nation of San Monte. After being saved by Superman from his own thugs, Norvell is forced to join the San Monte Army. Norvell plans to escape after joining, but after pleading to Superman, he is allowed to return to the U.S. (Act No. 2, Jul 1938).
