A munitions magnate, used Alex Greer to lobby Senator Barrows to pass a bill to incite war with Europe. Was forced by Superman to flee the country to San Monte. After being saved by Superman from his own thugs, he was forced to join the San Monte Army. He planned to escape after joining, but after pleading to Superman, he's allowed to return to the U.S.
