The Crime Czar
A highly secretive mob king. Superman had to make a robot named Krag, make him appear that he came from Mercury and make him challange and defeat Superman to prove that he was good enough to meet with the Crime Czar.
Taking to the secret hideout blindfolded, Superman disguised as Krag can finally unmask him and take him to the police. He is recognized as "Fleming... the Mayor's assistant". (Act No. 165, Feb 1952: "The Man Who Conquered Superman!")
