Commissioner James W. Gordon

Commissioner of the Gotham City Police Department (first appearance: Detective Comics No. 27, May 1939: "The Case of the Chemical Syndicate"). He is Batman and Robin's link to the police and summons the Caped Crusaders either by the Bat-Hotline or Bat-Signal. His daughter Barbara Gordon is the costumed hero known as Batgirl.
