Carl Bland
A prominent Metropolis lawyer and secret Nazi agent who is director of the Izan Athletic Club, a front for Nazi activity. After successfully proposing to city officials that the young men in his Izan Athletic club be allowed to pose as Nazi soldiers and stage a mock invasion of Metropolis—complete with prearranged mock "atrocities"—for the purpose of alerting the populace to the perils of Fascism, Bland and his cohorts launch a real invasion of the city—including such real-life atrocities as attempts to execute city officials, poison the water supply, and destroy the municipal electric power plant—until they are finally apprehended by Superman in September-October 1942 (S No. 18/1: "The Conquest of a City").
