Brock Walters
The owner of the Walters Mine, and the secret leader of a gang of criminals who have been hijacking shipments of gold en route from the mines to the bank. Superman captures the gang in April 1941, in the process rescuing Lois Lane from their clutches on five separate occasions (Act No. 35, Apr 1941) (TGSB).
