The owner of the Bart Benson Construction Co., an unscrupulous contractor with "a shady reputation for using shoddy materials" who, in collusion with croooked materials supplier T.B. Oliver, has been garnering illegal profits "by using cheap stuff and charging full prices." Benson and Oliver are both apprehended by Superman in September 1958 (S No. 124/3: "The Steeplejack of Steel").
