Army of Crime
A band of military menaces led by General Scarr and stopped by Superman and Batman. The Army of Crime abducts wealthy citizens of Gotham City and uses the spoils to finance the purchase of destructive instruments of war left on Earth by the Weapon-Master (WF No. 279-281, May-Jul 1982: "Kidnapped!"; "General Scarr's Army of Crime!"; "War in the Streets!").
Other members of the Army include Colonel Sulphur, Major Menace, and Captain Cutlass.
