A "fugitive gang chief," sequestered with his gang in a "rural hideout" not far from the city of Midvale, who uses a stolen high-pressure water hose to short Midvale's power generators and cut off the city's power supply as part of an elaborate scheme to loot the Midvale banks and half the city, only to be apprehended by Superman in March-April 1948 (WF No. 33: "Superman Press, Inc.!").
