The “inventor turned crook†who is the leader of the Amphi-Bandits, a gang of criminals who “steal a car for each job, hit like lightning, get to a speedboat, and elude all harbor-patrol traps†by means of a special submersible boat, equipped for underwater travel, which carries them across the river and through the underground stream leading to their secret hideout beneath an abandoned mansion. Rikker and his Amphi-Bandits are apprehended by Superman in November 1945 (Act No. 90: “Rookery for River Rats!â€) (TGSB).
